Executive Summary

The Gadaa system is an indigenous Oromo egalitarian democratic socio-political governance framework developed over centuries in the Horn of Africa. Operating on five rotating party classes over eight-year leadership cycles, Gadaa regulates political authority, legislative consensus via the Chaffee assembly, social welfare, and environmental law (Safuu). In 2016, UNESCO inscribed Gadaa on the Representative List of the Intangible Cultural Heritage of Humanity.
